They use an electrical discharge from the electrode tips or electrodes mounted on a movable arm (a "spindle") that is made by shorting out two electric conductors with a spark gap between them. The high voltage current will ionize any residual gas molecules at the tip of the tool’s tungsten electrode, generating plasma that drills into the material when it's drawn towards one or more fixed electrodes).
